He s still trying to atone. Yeah sasuke still make hand seals in one hand but i like to point that the hand seals i trying to say is some rinnegan handseals jutsu which needs a two hands to function. As you can see in the page where they both have their arms cut off there is a panel where their blood is mixing together although this could be a symbolic moment where it shows how they re connected i believe otherwise.
